1. Add a red line on a small white background.

2. Turn this image into a pattern >Edit>Define Pattern.

3. Create a new image.

4. Fill this image with your new pattern.

5. Enlarge this Layer to 150% using Free Transform and Rotate it.

You should now have something that looks like this.
