Duotone Process
Most
people consider black and white images as two color prints but
in the printing world that would only be a one color print.
Duotone comes
from a printing process that uses two colors (usually black+1
color). Sepia images are a great example of what duotone is.

1. Open your Color image.
|

|
2. Turn your image into black & white, using Desaturation
or the Channel Mixer.
3.
Change the Image Mode to Grayscale.
|

| 4.
Change the Image Mode to Duotone.
A
dialog box will pop up: Leave the top box to Black and change
the second one to the desired color.
To
adjust the curve click on the curve icon.
>Image>Mode>Duotone
to come back to this dialog box.

5. To save this image as a TIFF or a JPG you will have to go
back to the RGB color Mode.

Elements
Here is a way to duplicate the duotone effect with Elements.
You won't be able to control the curve of the effect using this
trick but it will give you the basic effect.

1.
Change your image into a Grayscale.
2.
Change the Image Mode back to RGB. |

| 3.
Add your secondary color to a new Layer. |
 |
4.
Change the Layer Mode to Color or Soft
Light.
5.
Lower the opacity to taste (33% in this case) |
