1. Scan or Download a texture from the Texture
Page and save it as .PSD. This file will be refered as a
"Displacement Map".

On a new layer, create a box that will define your frame using
the Rectangular Marquee Tool
and fill it with a color.

(Optional) Remove bits and pieces using a soft-edge eraser or
Blur the frame using the Gaussian Blur.
4.
Use >Filter>Distort>Displace (you
can also use any .PSD texture file - found in the >Presets>Textures
folder)
5.
A dialogue box will pop-up. Choose your "Displacement Map"
(the PSD file)
