1. Increase the contrast and Desaturate (CTRL+U) your image by about 50%.
2. Duplicate the Layer and Desaturate it.
3. Mask out the subject to keep your background in B&W.
4. Create a new Layer, fill it with Black and paint a bunch of fine white dots on it.
5. Use the >Filter>Blur>Motion Blur to create a rain effect. 6. Change the Layer mode to Linear Dodge and adjust the opacity.
