1.
Get on the ground to take a very low angle shot (Use something
safe and solid to raise your subject). You could also use a
wide-angle lense for this.

2.
Take photos of the skateboard from many angles in the same lightning
conditions. |

3.
Make the canevas bigger at the bottom to give extra space for
the skateboard.
4 . Use the Cloning Tool 
to remove the table (and curious friends) from the shot.
5 . Extract and
Use the Depth of Field trick for the
background and desaturate the colors of the background.

| 6.
Motion Blur: Duplicate the subject (or use a
second shot), Blur it, make it darker and adjust the transparency
to taste. |

| 7.
Extract the Skateboard
and create a motion blur. |
 |
8.
Add a Blurred Vignette to your background. |
 |
9.
Crop  ,
Adjust Colors, Unsharpen et voilà! |
