Soft Focus Filters

Many, many, many options are available to recreate this in Photoshop.
Open
your image
After
doing the soft focus effect you can delete the "in-focus"
areas using a soft-edge eraser or run the unsharpen mask filter
to regain some of the sharpeness.

Duplicate your image.

>Filter>Gaussian Blur.
3.
Fade the Layer Opacity (?)
to taste.

Change the Layer mode to Overlay.

Fade the Layer Opacity (?)
to taste.
